JOB VACANCY ANNOUNCEMENT for the position of: LOGISTIC AND PROCUREMENT COORDINATOR - FUNDASAUN ALOLA

The Alola Foundation is a non-governmental organization operating in Timor-Leste to improve the lives of women and children. The organization seeks to nurture women leaders and advocate for women’s rights. Our motto is ‘Strong Women, Strong Nation,’ and we manage programs in Maternal & Child Health, Advocacy, Education, and Economic Development. Alola Foundation is governed by a Board of Management and is currently transitioning toward a management team that is entirely Timorese-led.

 

We are currently looking for qualified Timorese nationals to fill the following positions:

LOGISTICS AND PROCUREMENT COORDINATOR

 

Role Overview:

The Logistics and Procurement Coordinator manages the end-to-end supply chain, including purchasing, vendor relations, inventory control, and transport. The role ensures operational efficiency, compliance with organizational and donor procedures, and the timely delivery of goods and services. Key duties include sourcing, issuing purchase orders, inventory tracking, fleet management, and asset management.

 

THE POSITION SUMMARY:

  • Assisting staff with completion of documentation such as Procurement Requisitions.
  • Co-ordinating Procurement Committee meetings including inviting appropriate staff depending on the agenda.
  • Completing and managing any RFQ process including communication, clarification and management of supplier responses, including working with staff subject experts to develop thorough specification and requirements for quotations, PO’s and contracts.
  • Running the Procurement Committee meetings to recommend sourcing approach (RFQ, tender etc) and for recommended supplier for Purchase Order and/or contract.
  • Assisting in developing criteria against which RFQ and tender responses are assessed. These criteria may include price, quality, supplier reputation, compliance to specification.
  • Make sure any supplier quotation comparison is ‘apples to apples’ – if comparing an imported product to a local product, include duty, customs, freight in comparison.
  • Any financial analysis support for RFQ analysis.
  • Organize for procurement to start (PR’s, RFQ’s tenders to be raised) where contracts are expiring.
  • Work with the Financial Manager (Accounts Payable) if required to resolve any supplier queries.
  • Maintaining a filing system where all PR’s, RFQ’s, PO’s and Contracts are registered and stored.
  • Providing documentation reference numbers for staff.
  • Maintain an asset register of all Alola Property and ensure it is up to date, work closely with procurement and Logistic officer.
  • Responsibility for all vehicle coordination and regular maintenance, and regularly record all the paper work of maintenance.
  • Responsibility for car booking and drivers.
  • Responsibilities to maintenance all supply at store room and make sure that the store room is tidy up and clean.
  • Negotiate in maintenance agreement, regular maintenance of office supply and equipment and recorded all paper work.

REQUIRED QUALIFICATIONS AND SKILLS:

  • Education: Bachelor’s degree in Business Administration, Logistics, Supply Chain, or related field.
  • Experience: 2–5+ years in logistics, procurement, or supply chain, ideally within NGOs/INGOs.
  • Skills: Strong negotiation, inventory management software proficiency, and excellent communication (written/oral).
  • Competencies: High attention to detail, ability to handle large volumes of work, and ability to manage multiple priorities, Strong interpersonal communication skill and ability to work and communicate with employees at all level.
  • Strong Organizational and management skill to include task and time management.
  • Experience in managing and leading a small and large team.
