ADVOCACY WORKING GROUP CONTINUATION MEETING: SUBMISSION FOR THE PROPOSED CIVIL REGISTRATION CODE

 

(Alola Media/Dili) – To ensure that all women and children in Timor-Leste live free from any form of violence, receive adequate legal protection, and have access to support services, this Wednesday (15/04), the Alola Foundation—through its Advocacy Program with funding from the Secretary of State for Equality (SEI), IX Constitutional Government—convened a strategic meeting with the Advocacy Working Group (WG) at the Women’s Resource Center in Taibessi, Dili.

 

This session serves as a follow-up to the meeting previously held at the Women’s Cancer Support Center (HALIKU). Members discussed various strategic evaluations and the strengthening of the Prevention Pillar of Gender-Based Violence (GBV) within the National Action Plan (PAN-VBJ).

 

The meeting was officially opened by the National Director for Gender Equality Development (DNDIJ-SEI), Mrs. Olga da Costa Monteiro, representing the SEI, accompanied by the Executive Director of the Alola Foundation, Mrs. Maria Guterres, and the Administrator of the Vera Cruz Administrative Post, Mrs. Teresa da Costa Mariano. The discussions centered on the draft Civil Registration Code, specifically how the law can incorporate the term “INCOGNITO” to ensure children can access legal documents and the “Lost Identity” option as a means to rectify original identities in the future.

 

This submission to Committee A of the National Parliament aims to ensure that children who are victims of incest or sexual violence maintain their right to official identity documents without carrying the burden of stigma or psychological trauma.

 

Earlier, on February 4, 2026, the Council of Ministers approved the Civil Registration Code project presented by the Minister of Justice, Sérgio de Jesus Fernandes da Costa Hornai. The Government aims to establish a detailed, dynamic, and secure system to guarantee the registration and preservation of all legally relevant facts from birth to death.

 

Since 2024, the WG has identified critical issues regarding women, children, and youth, including child abandonment. The WG believes the Ministry of Justice’s draft must prioritize these points to ensure the rights of all citizens. As the leader of the Prevention Pillar since 2013, the Alola Foundation remains committed to stopping violence through public education and awareness.

 

The activity was successfully attended by various partners, including SEI, Ministry of Justice, MSSI, INDDICA, Fokupers, AJAR, Codiva, PRADET, Casa Vida, and local representatives from Suku Bemori and Gricenfor. The Advocacy WG remains united in its fight for a violence-free Timor-Leste.
