JOB VACANCY ANNOUNCEMENT for the position of: Project Coordinator of Gender Equality and Women’s Leadership Advocacy (GEWLA)

The Alola Foundation is a non-governmental organization operating in Timor-Leste to improve the lives of women and children. The organization seeks to nurture women leaders and advocate for women’s rights. Our motto is “Strong Women, Strong Nation” and we implement programs in Maternal & Child Health, Advocacy, Education, and Economic Development. Alola Foundation is governed by a Board of Management and is currently transitioning toward a management team that is entirely Timorese-led.

 

Currently, we are looking for a qualified individual to fill the following position:

 

GENDER EQUALITY AND WOMEN’S LEADERSHIP ADVOCACY (GEWLA) PROJECT COORDINATOR OF FUNDASAUN ALOLA

 

Purpose: To support project implementation at national and municipal levels, ensuring that all program activities align with the budget plan to achieve project and program goals.

 

The Gender Equality and Women’s Leadership Advocacy (GEWLA) Project Coordinator is responsible for planning and managing the GEWLA program, as well as coordinating all projects undertaken at both national and municipal levels. The coordinator serves as the primary contact person for the program, providing regular updates and maintaining accountability to Alola’s management, staff, donors, and partner organizations.

 

The coordinator will develop a strategic plan for the GEWLA program in consultation with stakeholders and in alignment with Alola’s strategic goals. The coordinator will collaborate with the GEWLA Program Manager, management teams (including the Finance team), the M&E Coordinator, the GEDSI and Victims Support Program Officer, the Women’s Resource Center Program Officer and Field Officers to secure funding for the program, manage its implementation at national and municipal levels, develop staff capacity, and prepare and monitor project budgets.

 

KEY COMPETENCIES REQUIRED:

 

1. Project Management and Administration

  • In consultation with stakeholders at national and municipal levels, develop strategic plans, including reviewing program facilities and resources.

  • Develop an implementation plan for the program’s strategic strategy, including a staffing structure that is responsive to local women’s groups, and identify the needs of potential women leaders.

  • Manage staff, programs, and projects under the GEWLA portfolio.

  • Develop a marketing strategy to promote the GEWLA program to donors, partners, and other agencies.

  • Prepare timely funding proposals and budgets that meet donor standards.

  • Prepare required project and financial reports.

  • Monitor the implementation of the strategic plan, including financial performance.

  • Ensure program staff comply with Alola’s policies and procedures.

  • Maintain an electronic file management system and a database of local partners, international donors, and agencies.

  • Represent the Alola Foundation in external coordination meetings, working groups, and events with the government, local/international NGOs, and UN agencies.

  • Facilitate relevant training on gender issues, life skills, gender-based violence (GBV) prevention and response, leadership, and Sexual and Reproductive Health (SRH) at national and municipal levels.

  • Ensure a strong understanding of relevant laws, policies, and international conventions adopted and ratified by Timor-Leste.

  • Develop training programs and activities in collaboration with other Alola programs to promote MCH, Education, Economic Empowerment, and key messages that advance inclusivity and human rights for women, girls, and children.

  • Coordinate and facilitate GEWLA events, such as meetings, seminars, campaigns, and workshops at national and municipal levels.

 

2. Technical Expertise, Skills, and Knowledge:

  • Bachelor’s degree in Development Studies, Law, International Relations, or a related social science field. (Catatan: ‘Information Technology’ saya hapus karena kurang relevan dengan Gender/Law, kecuali jika memang dibutuhkan).

  • At least 3 years of experience in Gender Equality and Human Rights programming.

  • Experience in supporting Civil Society Organizations (CSOs) and strengthening partner capacity.

  • Knowledge of multi-donor reporting requirements.

  • Strong teamwork, coordination, and communication skills.

  • Experience in data collection, analysis, and report writing.

  • Ability to work with diverse teams and manage multiple tasks effectively.

  • Fluency in Tetum and English is required; proficiency in Portuguese and Bahasa Indonesia is highly desirable.

  • Strong commitment to child rights, gender equality, and human rights.

  • High integrity, accountability, and professionalism.

  • Inclusive, collaborative, and open to learning and innovation.

3. Institutional Commitments:
